FAQs - Frequently Asked Questions
Blue Parking Badge
Blue badges are issued by Surrey County Council, 08456 009009. You do not need to drive or own a car to apply as the badge is issued to the individual rather than the vehicle.
You qualify for a blue badge if you fall into one of these categories:
- you are registered blind
- you have a permanent and substantial disability that makes walking impossible or very difficult
- you receive a war pensioner's mobility supplement
- you receive the higher rate of the mobility component of the disability living allowance
- you receive a grant towards your own vehicle
- you use a vehicle supplied by a government department
- your disability means you are unable to turn a steering wheel by hand, even if it is fitted with a turning knob
- You have severe disabilities in both arms and drive a drive non-adapted vehicle regularly, but cannot operate a parking meter
Blue badges are only issued for permanent conditions. Temporary disabilities do not entitle someone to a badge. However, Mole Valley District Council has a green badge scheme for people with temporary disabilities living in the area.
If you are required to have a walking assessment there are seven assessment centres across Surrey and you will be asked to go to your nearest one, at either Caterham, Dorking, Epsom, Farnham, Redhill, Staines or Woking.
A blue badge costs 2.00 for three years. After three years the badge expires and the badge holder needs to make a new application as they are not renewed automatically. It is illegal to use an out-of-date badge. Orange badges are no longer valid anywhere.
From 15 October 2007 you can apply for a blue badge on your child's behalf from birth, if they have bulky medical equipment or need to be near their vehicle for emergency treatment. Children with hip dysplasia are included. Complete the application form with all your child's details, and photo and return to the blue badge department.
Badge holders are exempt from the congestion charge in London if they register with Congestion Charging London (in PDF format).
